When you build a boat hire without any track, the boats will go travel around randomly, before eventually making their way back to the station. Quite often however, after running the game for a while the boats have the tendency to become stuck, usually at the back of the station. This usually happens when several boats try to reach the station at the same time. When I make a boat hire, I always make sure these boats have an invisible track to follow! This way, their path still looks sort of random, but they will never get stuck!
