The S. A. Wolfe Municipal Park was initially the grounds of Industrialist S. A. Wolfe's manor where he and his family lived until the early 1950's. The Wolfe family offered tourist visits to the manor for interested guests, but as the demand for the tours grew the family chose to sell the land and tour business to the local government. In the mid 1970's the city opted to convert the manor grounds into a public park and event space, and they constructed a small midway with a carousel, some picnic areas, and a ferris wheel. Seeing the popularity of the attractions and festivals the city would begin hosting a traveling fair on a plot by the permanent attractions during the summer months. By the mid 2000's the success of the fair prompted the city to grant the traveling ride operator, Phoenix Fairs, an exclusive license to operate the installed attractions and the nearby plots of land. Phoenix Fairs opted to install Phoenix-Star, a Disk-O, and the Roaming Zipper, while the city used the tax money to restore and maintain a boat dock and build a modern Visitor's Center for the park and fairgrounds as a hub for the tours and tickets for the rides operated by Phoenix.
